01 / THE PROBLEM

A leading IT integrator was bidding on multi-year, multi-billion dollar contracts with a Basis of Estimate process that needed to scale.

The client served NASA and the U.S. Intelligence Community as a system design and implementation prime. Their Senior Vice President for Business Enablement saw inconsistency in how cost estimates were being assembled across product lines, vendors, and contract types, and each new RFP cycle surfaced more gaps in the underlying methodology.

BOEs that needed to hold up under federal scrutiny were being built in spreadsheets on individual laptops. Pricing logic differed between teams. Vendor cost data wasn't reconciled to a single source. Procurement, finance, business development, and program management each had their own view of what a complete estimate looked like, and that misalignment was showing up in proposal cycle times and in awards that came back with margin issues.


02 / THE APPROACH

We embedded with the SVP for Business Enablement to build the framework, the templates, and the cross-functional rhythm.

Covalent deployed a small team alongside the client's leadership. The work moved in three parallel tracks. The first track was the BOE framework itself: documented cost-estimation guidelines, vendor coordination procedures, and risk assessment criteria that could be applied across product lines and contract types without re-litigating the methodology every cycle.

The second track was instrumentation. We built standardized templates so estimators across the organization started from the same blank page, and reviewers had a consistent place to land feedback. We applied large data sets and machine learning models to the integrator's historical bid and execution data to surface patterns the team didn't have the cycles to find manually.

The goal was to support how the client already estimates, not replace it. The framework had to live inside their existing workflow to actually get used.

The third track was the people. Stakeholder assessments mapped how procurement, finance, project management, and business development interacted day to day, where handoffs broke down, and where data gaps were being papered over. From that, Covalent ran cross-functional trainings showing how the four functions could compress proposal cycles by working as a single team rather than four sequential reviewers.


03 / THE OUTCOME

The client now goes into RFP cycles with a repeatable BOE process and a path to keep improving it.

The engagement produced a streamlined BOE process that allows the client to present more accurate and well-documented cost estimates to the government. Subcontractor inputs are easier to manage because the templates account for them up front. Pricing aligns to contractual obligations because the framework forces that reconciliation as part of every estimate.

Beyond the framework itself, Covalent delivered a path for a toolset to modernize how the client responds to government RFPs going forward, so the methodology keeps improving rather than reverting to spreadsheets over time. The client entered subsequent contract negotiations with clearer documentation of their estimates and better visibility into where costs originate.
